The problem with that is this: As a tax paying citizen of the county, they should not have to drive 30+ minutes to another county, to receive a civil marriage license. Not to mention the fact that she has stopped issuing the marriage licenses to "straight" couples as well. The woman has stopped doing her job. End of story.
As for your second statement, I agree, this "in your face crap" is getting old. From both sides of this issue.
They want their rights, as guaranteed by the Constitution and as upheld by the SCOTUS. Expecting someone to actually DO the job they are paid (very well) for doing and expecting that person to obey the law and uphold the oath they took, is hardly crap.

I’m afraid that much of the future problems will be litigated in the streets since even the SCOTUS seems unwilling to uphold the law. Constitutionally,they can not write law, yet that is exactly what they have done.

You are confusing two different meters. One can be read remotely, period. Which is not a Smart Meter. The one being discussed here allows time related data and control which is a violation, unless you agree to have it installed. Someone is making a lot of money off these meters being installed and it’s not just the Meter Manufacturer. I would investigate the City Council members.

“City officials say the high-tech effort will increase reliability, reduce operating costs, improve efficiency and reduce waste.” Unfortunately the installation of “Smart meters” will accomplish none of the above. Follow the money people, I’ willing to bet that someone on the city council is being paid off.
