the licensing procedure was and is for the protection of society as a whole, not to punish someone or other, perhaps the absence of government intrusion into our lives seems good on the first look but try to envision anarchy as a new system
The purpose of "the licensing procedure", virtually EVERY licensing procedure, is ultimately to give both control and money to the government. It uses the "protection of society" as cover. I don't want MOST of the "protection" I get from the government. In fact, the OPPOSITE is more and more true: we need protection FROM the government.
In many cases it was used to prevent 'miscegenation (hope I spelled it correctly),' or other 'intolerable' marriages to which certain states (or more accurately groups in control of the states regulatory apparatus) disapproved. In times past, marriages were the purview of the church and 'licenses' as designed by the states didn't exist. Marriage banns (statements announcing an upcoming nuptial) were published, either by the church in church documents or sometimes in local newspapers, and then the church did the deed and recorded same in their registers. As states took over more authority, they did away with the church's privilege of creating the legal marriage and required a governmental authorization. This has served the purposes of those who oppose any religious organization, as it diminishes the role of church in the life of citizens and replaces it with the cult of the state. But this doesn't mean that the state is any better; indeed with all the corruption and immorality (lying, bribery, barratry, influence peddling, etc, etc.) the state has done more to prove its unsuitablity to provide any moral standard. Perhaps we the people should demand that most of the deeds taken from the church by the state be remanded back to the state and see how that works.
How do we go from the state should not be licensing marriages to anarchy? Marriages should be on record with the state, thus a certificate, but permission/licenses to marry should not be and do not need to be issued by any government body for our protection.

If you don't like anti-discrimination laws then that's a different matter entirely, but as the law stands right now, you may not discriminate and plead 'Not guilty by reason of Christianity'.
