  When you are quoting scripture please provide the context. The passage you quoted is referring to how certain churches might be inclined to lavish praises on the rich person while scoffing at the poor person. The cloths in this text are metaphor and not the relevant context. Gold rings are used metaphorically for materialism of a rich person and the rags being what is typically identified with poor people. This passage has nothing to do with style of cloths. There are many passages that do deal with humble dress for women but this is not one of them.
