Unfortunately, it shouldn't be a law. It should be on the honor system. Who gets to decide who is handicapped? Today my hip hurts and tomorrow it will feel better - today, I'm handicapped, so why can't I use the space? This whole disability thing is so corrupted that it's ridiculous. Almost anyone can make a case for why they should be able to use that space. Maybe if the qualifications were stricter, it might not be so corrupted. I have people in my family that have no physical need for an "I'm special" tag, but they have it and use it anyway. Maybe that woman in the article felt handicapped because she had to carry two cups of coffee at once and maybe that was a challenge for her.
