Ted Cruz is correct, the Constitutional ideal of a Declaration of War does not pertain to guerrilla combatants, as there is no Nation-State with which to go to war. The formal process of war does not apply to terrorist and factional groups, unless such groups are, or become, the leaders of a Nation-State.

Marco can talk up a storm, but his word is worthless. I am not impressed when any Senator takes a two year paid leave of absence from the job we sent him to do in order to try and convince us to promote him to a more important job. I do give a pass if the Senator (Rand Paul) continues to do his job. i am not fond of those who would go back to their seat after a failed run for President, but don't disqualify them. Rubio has taken this practice to a whole new low because he has essentially vacated his seat, while refusing to resign from it so the Governor could appoint someone to represent Floridians in the Senate. His excuse is he hates his job... Well boo hoo! The man took the oath of office and so no matter how gifted he is at speaking, his word is worthless!
