So how does Layton Police Lt. Shawn Horton stop a car in a high speed chase since he stated “You’re not authorized to shoot a firearm at a car just because you don’t want it to get away, or to scare them, or disable a tire.” Surely he abides by his own advice or he would be a hypocrit.
