More likely the individual leaving the pups thought that they would suffocate or die of sunstroke.
Anyway, lucky pups, and people who do this sort of thing are selfish, non-thinking cowards of the first order. Any shelter would have taken the pups, but for some reason, people just won’t bring them in.

Mine went to Las Vegas from Midwest alone on a direct flight. We informed the airline and they were great. On the other end a relative was at the gate waiting and looking. No problem till coming back when local airport wouldn't let me go to gate even with my flight attendant badge! The TSA agent was showing me THEY were in charge and screw me. If anything had happened I would have owned that airport and her job would have been toast!! You need to let them know and get special passes to walk them to the plane.

OTOH, that’s exactly how I feel every two weeks when I see that the .gov has stolen 1/2 of my paycheck.

It does look like the skirt is shorter than 3 inches above the knee, but she pulls it off well and it doesn’t look too short because she has really long legs.
I sure wouldn’t make an issue of it, but technically, if that’s the rule, she probably has it too short. Big deal. This little drama plays out at every high school in the country at least once/week.
Girls actually roll up the waistbands to wear their skirts shorter than is considered modest and a distraction. Why didn't she just follow the rules? OH, right, she should be exempt from the rules and do whatever she feels like doing.
