There's room for interpretation there. When a player surrenders, he is considered down even if the contact required is not made. This is how a kneel down works in the pros, even though no contact is made by a defensive player. College is similar, the QB's intent was obvious, so that's why it was ruled a dead ball. It's all based on the referee's discretion.
What I am confused about is why the refs allowed the clock to run out. If he was down and the ball dead, Arizona State committed a dead-ball foul for delaying the game. If the ball was not dead, then ASU recovered a fumble and the clock also should have stopped.
Maybe this falls under some little known rule. (By the way, I hate when announcers feel the need to explain college rules vs. pro rules, but don't explain pro rules the one time a year I watch a pro game.) As far as I know, the only way to stop the clock is to SPIKE the ball. Taking knee (hard to say from this video whether his knee touched the ground) is considered a run play in-bounds, and the clock does not stop. That's why QBs take a knee in the "victory formation".

Right you are Huskered. The QB rolled left and instead of taking a knee bumped his offensive lineman. He placed the live ball on the turf - a fumble - which was recovered by ASU. No controversy there.
This is an officials screw up for sure it was either a fumble and recovery by the other team or it is dead ball when the QB put the ball down. I am not familiar enough with the college grounding the ball rule, but it appears to me it was either a fumble or a dead ball and it was treated as something in between.

Watch over and over again VERY closely. His knee goes down at the begining of the :06 second mark right before he is bumped by his own lineman. He does get the knee down. Its down very breifly. The QB then runs over and places the ball on the turf for the ref. The refs stuttered and hesitated. The announcers obviously hadn't any clue what was happening, while the QB and his teamates are arguing their case, the clock was allowed to run out.
Think about it. If he didn't actually take the knee he never would have walked up to the line and casually placed the ball on the ground. He knew it was dead, apparently no one else did. He is understandably upset.

Wrong. The Back Judge agreed with Stave that the ball was down. As a Badger fan, I thought it was greedy to try to position the ball without a timeout. After the previous out of bounds play, I would've just spiked the ball on 1st down and brought out the kicker on 2nd down. Yes, the angle would've been a factor. Timeouts are so precious.... Live ball becomes dead. Atricle 2.b. If an official sounds his whistle inadvertently or otherwise signals the ball dead during a down.
Ball Declared Dead. Article 3.o. When a ball carrier simulates placing his knee on the ground.
The ref's blew the whistles one the player simulated his knee touching the ground. Declaring the ball dead. AZ saw the player place the ball on the ground, which would also be considered down (Ball Declared Dead. Article 3.k. When a live ball not in player possession touches anything inbounds other than a player, a player’s equipment, an official, an official’s equipment or the ground (inadvertent-whistle provisions apply).)
AZ in a clear attempt to burn the remaining clock dove on the ball and were slow getting up were guilty of a "Dead Ball Delay of game"
