They don't. Saw a documentary on how service men go about their duties maintaining them. It is a very long ladder climb, with tethers used for safety purposes.

My guess is they dont do ‘cases’ cause then you have to do regular cleanings to ensure it doesn’t get smudged and have to adjust lighting to prevent glares, etc.

I usually wonder how many of these situations where one of these separation of church and states organizations that ‘receive’ an anonymous complaint from a ‘anonymous local citizen’ are actually that and not just them lying that they received a complain so they could sue.
