Your impression is spot on. Almost every federal employee over GS-8 could not make it in the private sector where positive results are a standard expectation.
The canned public sector statement is "We hire the best and brightest" It is a bald faced lie, but they use it to justify paying federal employees between 120% to 250% MORE than their private sector counterparts.
The best and brightest would have seen the 2008 economic meltdown coming and prevented it.
The best and brightest would have walked away from the Iranian nuclear agreement and ratcheted up the sanctions. They would also have demanded the release of our citizens before sitting down at the negotiating table. The best and brightest would never have front ended all the sanction relief, or allowed the weapons embargo to be lifted, or agreed to allow Iran to immediately begin developing a space program. For the dim witted, a rocket that can break out of earths atmosphere is called an Intercontinental Ballistic Missile. The agreement allows Iran to purchase ICBM's from Russia and China in 8 years which is the backup plan
In fact the best and brightest would have seen and mitigated every major US policy blunder of the 21st century. What is on the federal payroll are (with limited exception) marginal at best; more accurately described as incompetent to grossly incompetent.
The best and brightest work for GE and other US based multinational corporations. Its why they don't have to pay corporate taxes

There is a difference between weather and climate. It is important to understand the difference in order to understand the Climate Change discussion. Ninety-seven percent of Climate scientists agree there is significant climate change occurring and it has a man-made cause.
Weather and climate are not the same thing.
The timescale for measuring climate is 30 years. If I say 'what was is the climate like in X area', then I'm expecting an answer based on a decades long trend.
Weather is a short term trend, based on short term effects that change quickly.
@blinknight Starting with so many false assumptions and variable intensive climate cartoons makes it impossible to create or believe in any current climate predictions. Too many lies have been told to believe in the ice hugging any more.
