Actually this is an area where we need improvement. A number of states don’t report ANY mental cases, even those that are put away in institutions as criminally insane.Those are clearly prohibited people under current law, but they are not reported to NICS.

I lived in Singapore for many years and tell you it’s not as simple as this guy thinks.
The caning (strokes) are administered by a martial arts expert, and aren’t on the buttocks. They are just above the buttocks and typically one (sometimes two) strokes are given before the doctor stops it. Any more would permanently cripple since it lays the spine bare. The felon then heals until the doctor says he’s well enough to receive another stroke (or two). Very often the felon’s strokes aren’t completed before his “sentence” and he has to stay in prison until he gets them all. A typical sentence there (for say robbery) might be 2 years and six strokes. The felon often would spend 3 or 4 years inside because he hadn’t received all of his strokes.
It is indeed brutal, but it’s also very effective. Singapore is by far the safest city I’ve ever lived in.
