That “within such and such a distance of school”line was a popular formula for all sorts of unconstitutional authoritarianism in days of yore. It was used to forbid porn, comic books, movie houses, firecrackers, anything Miss Grundy disapproved of! Some towns even managed to turn vacant store fronts into “school” annexes so as to get a business they didn’t like but had no authority to damage!
