“Yes, nerves in the situation may have gotten the best of him, but it‘s also possible he didn’t shoot to kill, but merely to wound”.
In this situation one should not “shoot to kill” or “shoot to wound” but to stop the threat. To imply otherwise suggest that the victim may have committed a crime.
