  An executive order is not law. Congress creates laws that the president approves or agrees to enforce. When the president makes an order he isn’t legislating, and congress at any time can create law that overrides or nullifies any executive order.

  But an executive order is not law. To create a law it must be approved by both houses of congress first. Barack is only decreeing his executive will. Therefore this states law will trump an executive order.
