  The only article of the UCMJ he has violated, is Article 32, which is a catch all article. To say he has violated policy, that’s debatable, because the particular policy in question does not cover what has happened.
  Should he be separated? With only 4 months left, probably not, he should rather be prohibited from re-enlisting. To separate him now, is nothing short of political revenge.

  First of all, is the bad guy on “God Drugs?” Meaning, has he taken PCP? Do you know? When on PCP, you are impervious to pain. Bad guys have broken their arms while trying to escape from cops cuffs. So, is he on PCP? How many bullets does it take to stop someone on PCP?
  Second, the bad guy was a clear and present danger to the officers and the public.
  Third, he showed intent to harm an officer with a deadly weapon.
  Fourth. Look up the Tueller drill. The guy was closer then 21 feet and could have killed the officers or anyone else nearby in less then 2 seconds.
  So YES, the shooting was well justified.
