  I totally agree with this! “Want to penalize obese WELFARE recipients” What Jan Brewer is saying here is that if you‘re overweight and you’re on WELFARE, you will not receive as much WELFARE as you have been receiving… That is all this is is WELFARE REDUCTION NOT A TAX!!!!!!
