Officers Involved in UC-Davis Pepper Spray Incident Put on Leave

Police are not trained to use brute force to get compliance out of a subject. They are trained to use Pain-Compliance techniques. Using these techniques, the officer is trained to cause the subject pain without causing serious injuries. Most people respond to the pain and comply with the officer’s orders. Using a wrist lock is painful for the subject, but does not cause serious injury. Pepper spray and Tasers are considered preferable to “hands-on” techniques by many agencies because they are very effective at gaining compliance and have very little risk of serious injury. A Taser is very painful for 5 seconds and then the subject is left with the memory of the pain. Pepper spray is also very painful, but the pain is basically gone after 30 minutes. The eyes may be sensitive for a few hours, but again the risk of serious injury is low. Hands-on techniques rely more on the proficiency of the officer to minimize the risk of injury. For example, a wrist-lock can be applied too aggressively and cause injury. Another Pain Compliance technique is to strike areas of the body that have nerve clusters – side of the neck, forearms, thighs for instance. You might see this technique used on a subject that is being held down but refusing to give up this arms (usually by holding them beneath his body). Officers might strike nerve clusters to encourage the subject to comply. Onlookers often interrupt this to be police brutality.
