Firefighters Let Home Burn Because Owner Didn’t Pay $75

I used to live in Knoxville, TN. At that time we had a private fire department. If someone chose to not pay, the house was allowed to burn down. If there were people inside, the firefighters would try to save them. Had the firefighters tried to save the house for an un-paying homeowner that would encourage others not to pay. What’s wrong with letting the house burn?
