Ok…The officer has a right to ask a person to back away for his or her safety. The mention of the house was only the place the lady was asked to go. If he would have said go stand by that tree (clearly away from the danger zone) would he have been wrong? Maybe the mention of the house was wrong, but the fact he did not want her close to the scene is the right of the police, and is backed by my state in particular. You are taking this out of context.
