  No. God puts the responsibility on me, a real individual, not some abstract “people”.

  Observe the absence of plurals: “Each ONE must do just as HE has purposed in HIS heart, not grudgingly or under compulsion, for God loves a cheerful giver.”

  The “not grudgingly or under compulsion” part bears repeating.

  If you were in an actual life-threatening situation by law they could not. Besides which, most hospitals have aid programs for those who don‘t have insurance and can’t pay.
