  It’s typical of the average government worker. They don’t have the mentality to recognize the connection of providing good customer service to earning revenue for the employer, which translates to providing yourself with a paycheck. I see that in a lot of young workers in private business as well. The concept of seeing that your employer does well because that’s how he pays you, is lost on them.
