An important distinction: Billboards (whether they endorse a belief in god, a non-belief in gods, or a local car dealership) are privately owned and NOT funded by taxpayers–so their content is not governed or regulated by the Constitution. Schools, city halls, etc, are publicly owned, so anything that is displayed in these areas ARE subject to Constitutional restrictions with regard to church-state separation. The issue here isn’t whether an opinion or idea is visible to the public (as is the case with billboards or other advertisements paid for by private citizens or by corporations)–the issue is whether the religious or anti-religious message is being displayed in location that is funded by taxpayer dollars and owned by the government (and by extension, by the taxpayers). Nobody’s trying to ban religious billboards (although I’ve seen quite a few attempts on the part of religious groups to get atheist billboards taken down).
Seriously, folks, knock it off with the straw-man arguments. They’re pathetic.
