This legislation would have expanded an ObamaCare grant program by loosening eligibility requirements. Expanding the constituency of ObamaCare grant programs will only make it more difficult to repeal as the enlarged constituency for these grants becomes dependent on the funding. This bill passed the House (2/3’s) 280 – 138 on March 8, 2011 but received no further action and died in the Senate.
