Was 9/11 Hijacker Mohamed Atta Used in Facebook Ad for Car Insurance? Sure Looks Like It

Advertising on the internet can be difficult, especially on Facebook, where there are so many ads that people usually ignore them. But one company appears to have gone a little too far in trying to generate clicks. Gizmodo has a screencap of the following Facebook ad:
The objectionable bit might not be obvious. But compare the face on that drivers' license to this:
To untrained eyes, the former photo certainly looks a lot like the second photo, which is none other than Mohamed Atta -- one of the men responsible for the 9/11 hijacking. Is it the same guy or does that company's spokesmodel really have an unfortunate case of lookalike syndrome?
