This amendment to the Senate's proposed budget would balance the budget in 5 years by returning spending to FY 2008 levels, block grant numerous welfare programs and eliminate four Departments that are not within the scope of the federal government's responsibility: Commerce, Housing and Urban Development, Education, and Energy. The Senate rejected this amendment on March 22, 2013 by a roll call vote of 18-81.
