The Regulations from the Executive in Need of Scrutiny (REINS) Act would provide Congress with an additional check on the executive branch. Currently, Congress will pass a law with rule-making authority delegating the details of the law to unelected bureaucrats.
One of the largest challenges our economy faces is from over regulation. The REINS Act would require Congress to give major regulations an up or down vote and the ability to stop dangerous regulations before they become finalized. The bill passed the House on July 28, 2015 243-165.
