President Obama's remarkable selective-listening skills

Question: If the Obama administration is delaying the employer mandate portion of Obamacare because, to quote senior advisor Valerie Jarrett, the president is "listening" to Americans' concerns about the law, why does he not seem to hear the calls for its repeal?

Answer:

"The president's health care law is already raising costs and costing jobs. This announcement means even the Obama administration knows the 'train wreck' will only get worse. I hope the administration recognizes the need to release American families from the mandates of this law as well. This is a clear acknowledgment that the law is unworkable, and it underscores the need to repeal the law and replace it with effective, patient-centered reforms."

Also, it seems that the president has just granted himself the authority of a retroactive line-item veto -- how is this even remotely legal?
