At least 25 injured in 'terrorist' attack at resort in Philippines

At least 25 people were injured after masked individuals entered a resort complex near Manila, Philippines and began what President Donald Trump described as a terrorist attack, although Philippines police say the incident was not terrorism, but robbery.

The news came less than one week after Philippine President Rodrigo Duterte declared martial law in the country's southern region. Duterte's decision came on the heels of what NBC News reported to be an ISIS-linked attack at a Catholic church in the Muslim majority city of Marawi.

Britain's Sun newspaper reported that ISIS claimed "lone wolf soldiers" carried out the attack.

The Manila Times reported that around midnight local time Friday, an unknown number of masked people entered Resort World in Pasay City, Philippines. The tourist city is located about six miles south of the country's capital city.

Initial reports of the attack indicated that there were explosions as well as gunfire, but local law enforcement said none of the victims suffered gunshot wounds, The Associated Press reported.

Resorts World Manila tweeted that the complex, which includes a casino, hotel, and high-end shopping, was "on lockdown" and that the company was "working closely" with the Philippine National Police.

The U.S. State Department Bureau of Consular Affairs confirmed to Fox News that there reports of explosions as well as gunfire.

Videos on social media showed people away from the building as the incident unfolded.

One video even captured the noise of what sounded like gunfire.

SITE Intelligence Group, which monitors terrorism, said the armed gunmen claimed to be part of the Islamic State during the attack, Fox News reported.

Despite what Philippine officials are now saying, however, Trump labeled the incident a "terrorist" attack while addressing the nation Thursday on the Paris climate agreement. Trump added that the U.S. government is "closely monitoring" the situation.

The Philippine Red Cross told the Manila Times that area hospitals had received as many as 25 people who were injured in the attack.
