The New York Post is reporting that Ground Zero mosque Imam Feisal Abdul Rauf used to cram up to 450-500 people into a one-bedroom New York apartment five times a day for Muslim prayers. Rauf made the claim in 1998 so that his organization, the American Sufi Muslim Association, could be granted IRS tax-exempt status as a church.
A quick search of the Guinness World Records website didn't produce any record for the most people stuffed into a one-bedroom apartment.
