Fair' Share? Nearly half of all Americans don't pay income taxes

If you've ever thought that progressives may have a different understanding of "fairness" based off of the rhetoric from some of the President's favorite talking points on income inequality and tax reform, a recent study from the Heritage Foundation may not surprise you. The institution's 2012 Index of Dependence on Government found that as a growing portion of the population rely on federal government for housing, food, income, student aid or other assistance, nearly half of all Americans don't pay income taxes.
