10-Year-Old Girl on Scooter Beaten on Sidewalk, Reportedly Called 'Cracker' — and Possible 'Hate Incident' Is All Caught on Video

"Cracker. She called her a cracker."
No arrests have been made as of Friday after an attack on a 10-year-old girl riding a scooter on a Cleveland sidewalk earlier in the week — but police are investigating the assault as a "hate incident," Cleveland.com said, citing a narrative included with the police report.
And the whole thing was reportedly caught on video, noted WOIO-TV in Cleveland, which includes the clip of the alleged attack in its report.
In the clip the station said was posted to YouTube a black girl appears to wait for a white girl to ride toward her on the sidewalk...
...then rushes her, hits her in the head, knocks her down, and continues hitting her.
The attack lasts for about 12 seconds until voices are heard in the background saying to stop, WOIO reported.
The police report indicates the attacker is 13 years old; the victim, Danielle Fair, told WOIO she felt bullied.
"Cracker. She called her a cracker," neighbor Jessica Jaworski told WOIO, who added that she witnessed the incident.
A witness showed investigators a YouTube video of Wednesday's attack, Cleveland.com said, citing the police report, which didn't reveal the name of the victim, the suspect, or witnesses. Contact information and the title of the YouTube video were also blacked out, Cleveland.com added.
At the home of the teen who reportedly attacked Fair, WOIO was turned away. "Nobody was waiting," a woman at the door told the reporter. "I don't have to talk to you. It'll all come out in court."

Fair's mother and father told WOIO that their daughter never said anything to provoke the alleged beating; the dad told the station that he tried talking to the 13-year-old's grandfather instead of calling police.
A police spokesman told Cleveland.com that officers are investigating the attack as a juvenile assault.
