Exclusive Excerpt: Slouching Toward a Nuclear Blackout

So why isn’t our government doing everything it can to prevent this nightmare?

When France fell to Nazis in June 1940, Soviet Premier Vyacheslav Molotov cabled Nazi Foreign Minister Joachim von Ribbentrop to congratulate him on “the splendid victory of the Wehrmacht.” In the dark days of 1940, President Roosevelt watched the defeat and evacuation of the British at Dunkirk and the capitulation of the French to the Nazi war machine and confided to his staff that he worried the vast populations of Europe, Eurasia and the Far East would soon coalesce into one vast global enemy able to “hold a gun to America’s head.”

THE NEW AXIS OF EVIL

A new consortium composed of America’s most maniacal and most powerful enemies—Iran, North Korea, Russia and China—are in the final stages of developing an electromagnetic pulse (EMP) weapon and a clandestine delivery system capable of destroying the United States in the blink of an eye. Moreover, there is unmistakable evidence that they have already conducted a dry run of the attack.

In early May, Dr. Peter Vincent Pry, a member of the Congressional EMP Commission and the executive director of the Task Force on National Homeland Security, issued some dire warnings in his testimony before Congress. Pry, a former member of the CIA, warned of the dangers of an EMP from a single nuclear weapon detonated between 25 and 300 miles over the lower 48 states. He said that it would act like ten thousand lightning bolts and permanently knock out the nation’s entire electrical grid—a scenario The Heritage Foundation has been talking about for years. Airplanes would fall from the sky; most cars would be inoperable. Water, sewer and electrical devices would fail simultaneously. Systems of banking, energy, transportation, food production, water, emergency services and even cyberspace would collapse. Nine out of 10 Americans would die due to starvation, disease and societal collapse.

Both Russia and China already have advanced EMP weapons, close trade partnerships and, more importantly, interlocking alliances with the rabid rogue states of North Korea and Iran.

China is not only a patron of North Korea but is also its agent in Pyongyang’s nuclear weapon sales and proliferation. On June 20, in the Wall Street Journal, the Foundation for Defense of Democracies’ Claudia Rosett reported, “In April, the U.S. government offered a $5 million reward for help in apprehending a Chinese national, Li Fangwei, accusing him of running a sanctions-violating international procurement network out of China that has sold Iran both [North Korean-made] missile and nuclear-related materials. The U.S. has asked China to shut down this network since at least 2006, to no avail.”

And in August, China confirmed the existence of its newest missile, the Dongfeng-41, capable of delivering nuclear warheads to the United States. The revelation was made just days after an independent blue-ribbon panel appointed by the Pentagon and Congress produced a bombshell report denouncing President Obama’s strategy for downsizing the American military. The assessment warns that the cuts will render America unable fight in multiple theaters simultaneously, specifically naming China, Russia, Iran and North Korea as rising challengers to American hegemony.

Additionally, Russia is a patron of the Assad regime in Syria, which is Alawite, a sect of Shiite Islam, and is closely allied with Iran. Syria was also secretly receiving help for years from North Korea to build a reactor at the remote area of Al Kibar on the Euphrates River. Nearing its completion, Israel destroyed the reactor in a September 2007 airstrike. Iran has tested scud missiles fired from freighters on the Caspian Sea, which also borders Russia and several former Soviet ’stans. Both Putin and Iran’s Khamenei have a common strategic objective—ejecting America from the region. …

And Tehran and Pyongyang have their own connections without their Moscow/Beijing sugar daddies’ direct involvement. Iranian nuclear scientists have reportedly attended North Korea’s nuclear weapon tests, and North Korean nuclear scientists are frequent visitors to nuclear facilities in Iran. These close allies not only have mutual defense treaties but, as Rosett pointed out, also are “drawn together by decades of weapons deals,” which go back to at least the 1980s “when North Korea hosted visits by Hasan Rouhani (now Iran’s president) and Ali Khamenei (Iran’s supreme leader since the death of Ayatollah Khomeini in 1989).”

DR. PRY: THINKING THE UNTHINKABLE

In an interview with Dr. Peter Pry conducted for this story, he didn’t pull any punches about the threat and our vulnerability. When asked about reports that the United States can’t detect an incoming EMP attack and probably wouldn’t be able to trace its source, Pry was clear about the seriousness of such a threat.

“For those of us on the Congressional EMP Commission, our nightmare scenario is a nuclear-armed scud missile launched from an unmarked freighter near our shores, because it wouldn’t give us enough time to detect it with missile defenses,” he said. “It could come from a direction where we are completely blind, like the Gulf of Mexico. And we wouldn’t know which nation launched it, because it’s coming off an anonymous freighter. And because it detonates high in the atmosphere, there’s no bomb debris so that you can do forensic analysis the way you would do in a city with glass, steel and concrete debris to determine where the bomb originated. Essentially, there are no fingerprints.”

Many Americans have no idea that North Korea has actually been making preparations for a future attack on the United States, Pry added, including “experimenting with that same scenario I just described to see what it could get away with.”

“Last July, there was a tramp freighter they sent into the Gulf of Mexico,” said Pry. “On board were two SA-2 nuclear-capable missiles on their launchers. They weren’t equipped with nuclear warheads, but they were the exact kind of missile you would need to do a short-range, high-altitude EMP attack to take out the U.S. grid. The only reason we found out about it was because, once they saw that they could bring the missiles in close to the U.S. [off our southern coast], they decided to see if they could get them through the Panama Canal. And that’s where we caught them. We found the two launchers under a few thousand bags of sugar.”

And that was not the only time that North Korea and its allies have tested their capabilities to attack America with an EMP weapon.

Despite the fact that the Sunni-led ISIS is at war with the Shiite dominated Iraqi army, the fact remains that the Middle East is now swarming with terrorists, some with European and American passports, operating freely and openly inside the new terrorist caliphate, but also in Libya, Yemen and elsewhere.

Why does this president (and American military planners) assume that the new Axis of Evil would not outsource an EMP attack on the United States? Why wouldn’t the Axis simply hire a stateless anonymous terrorist cell, Sunni or Shiite, provide it with ...
