FL Cops: Manual on How to Molest Children Is Legal

Apparently this fits in a category similar to books on how to make bombs.  You can write one, read one, put it on your shelf.  Until you decide to blow up your neighbor's tool shed, you haven't done anything illegal.

That is the conundrum for police in Orange County, Florida where a 170-page manual has been circulating for months.  The manual could not be more revolting or reprehensible.  It's a step-by-step tutorial on how to molest children.  Detective Philip Graves told WFTV-TV, "“I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was.”

ABC News notes:

Among the many disturbing topics covered in the book is how to convince a victimized child not to tell his or her parents.

The author is known only as "the mule." His book may be "legal" but police are trying to identify the author.
