Email reveals Obama camp manager doesn't know proper use of 'literally

House Republicans published a report Tuesday intending to highlight a lack of transparency in the Obama administration. In the report are emails between White House officials and lobbyists, including one by then-White House Deputy Chief of Staff Jim Messina, who now heads President Obama's reelection campaign. The email was sent just before the health care law passed in 2010:

“I will roll [P]elosi to get the 4 billion,” Messina told Pharmaceutical Research and Manufacturers of America lobbyist Jeffrey Forbes. “As you may have heard I am literally rolling over the house. But there just isn’t 8-10 billion.”

If Messina was "literally rolling over the [H]ouse]," surely somebody would have got a photo.

No, what Messina means is that he was figuratively rolling over the House. It would be highly questionable for him to literally roll over it. And probably illegal.
