Can You Register to Vote in Colorado Without ID? Conservative Activist Finds Out

Seeking to demonstrate how easy it is to register to vote without an ID in Colorado, Brandon Morse of Revealing Politics and Misfit Politics, headed to the Denver Elections Division on Friday without his ID and, well, got registered.

Secretly recording his interaction, Morse informed the elections worker that did not have his driver's license but wanted to register to vote.

"And you don't have a driver's license?" the worker asks.

"No," Morse replies.

"OK, that's fine," the worker says.

In the video, Morse then offers to provide a "bank statement" to prove his identity, but the elections worker informs him that it isn't necessary. "You're OK," he says.

Do I need to provide ID when I register to vote in Colorado?

No, but you do need to provide your Colorado Driver's License Number or your Department of Revenue Identification Number.  If you don't have one of these numbers, you must provide the last four digits of your Social Security Number.  If you don't have any of these numbers, you must indicate this on your voter registration form.  If you don't follow these guidelines, you're voter registration form will not be processed.

It isn't clear what is done if a voter "indicates" on a registration form that he or she has no identification or any of the numbers listed. Revealing Politics' Ben Howe told TheBlaze that Morse provided the last four digits of his social in lieu of his ID.

However, voting is a different story.

"Under Colorado law, individuals are required to produce any one of the following forms of identification in order to vote. Individuals are also required to include a copy of one of the forms of ID below in their mail ballot if they are a first-time voter and registered by mail or without presenting ID in person," according to the Denver Office of the Clerk and Recorder's website. Here's the list of acceptable forms of ID in Colorado:

• A valid United States passport
• A valid employee identification card with a photograph of the eligible elector issued by any branch, department , agency, or entity of the United States government or of this state, or by any county, municipality, board, authority, or other political subdivision of this state
• A valid U.S. military identification card with a photograph of the eligible elector
• A valid veteran identification card issued by the United States Department of Veterans Affairs
• Veterans Health Administration with a photograph of the eligible elector
• A valid Medicare or Medicaid card issued by the Centers for Medicare and Medicaid Services (formerly the United States Health Care Financing Administration)
• A certified copy of a U.S. birth certificate for the elector issued in the United States
• Certified documentation of naturalization
• A valid student identification card with a photograph of the eligible elector issued by an institution of higher education in Colorado, as defined in C.R.S. §23-3.1-102(5)
• A valid identification card issued by a federally recognized tribal government certifying tribal membership

Since Morse didn't vote, it doesn't appear that any rules were violated on the part of the official in the video.

The Colorado legislature is considering a bill that would allow same-day voter registration. Voters currently have to be registered 29 days before an election in order to be eligible to vote.
