Cass Sunstein, former Administrator of the White House Office of Information and Regulatory Affairs -- colloquially known as President Obama's "Regulatory Czar -- is out with a new book titled "Conspiracy Theories and Other Dangerous Ideas."

The book is comprised of some of his more controversial essays, covering topics including why "perfectly rational people sometimes believe crazy conspiracy theories," climate change, same-sex marriage, animal rights and much more.

In connection with the release of his book, Sunstein has been giving talks at a variety of prominent intellectual institutions. During one such talk at the National Constitution Center, an audience member posed the question to Sunstein "Should a fetus have the same rights as a horse?"

Sunstein's response may surprise you:

Sunstein also had some particularly interesting commentary on some other topics of interest:

On FDR's Second Bill of Rights, which Sunstein considers one of his two lodestars

On skepticism of centralized government and the Federalists vs. Anti-Federalists

On "nudging"

On gay marriage and potential Supreme Court intervention

On the ACA and why the correct decision would have been 9-0 in favor
