Time Warner told TheBlaze in an emailed statement that the outage began around 4:30 a.m. while the provider was conducting routine network maintenance.

"… an issue with our Internet backbone created disruption with our Internet and On Demand services," the statement read, adding that by 6 a.m. most serves were restored but some customers were still being brought back online into the later morning hours.

Time Warner boasts having "11.4 million residential high-speed data subscribers " in 28 states. The outage comes just a day after it was reported the company would pay $1.1 million for failing to properly report network outages.

"TWC (Time Warner Cable) failed to file a substantial number of reports with respect to a series of reportable wireline and Voice over Internet Protocol network outages," the Federal Communications Commission said in a report this week, according to Reuters. "TWC admits that its failure to timely file the required network outage reports violated the Commission's rules."
