When a Police Chief Saw the Picture a Concerned Citizen Snapped of One of His Officers He Called It 'Completely Unacceptable

“Oh, I was upset."
Cleveland Heights, Ohio, Police Chief Jeff Robertson is not happy. In fact, he's calling what a citizen captured one of his officers doing "completely unacceptable."
What exactly was it? It's a picture of an officer sleeping with what appears to be book open on the steering wheel:
The picture was taken by a concerned citizen, who then posted it to social media where it spread, WJW-TV reported. The news station showed the picture to Robertson, and he was candid.
“Oh, I was upset," he told the station. "You know we strive to let the citizens know what we’re doing out here. We have a lot of hardworking men and women on this police department, and when you see something like this, it puts a stain on us, and it upsets me.”
Trying to be understanding, the station brought up some benefit-of-the-doubt scenarios: What if he was on break?
“No, you’re not paid to go to sleep; you’re paid to be here and patrol the city," he responded. "And do what you’re hired to do, and that’s to serve the citizens. No, it’s completely unacceptable.”
He had a similar response about reading a book.
Currently, the matter is under investigation and the officer could face discipline.
