It appears to be a message to the world.
The picture: a newborn child next to a gun, a hand grenade and an Islamic State (ISIS) birth certificate.

— Abu Ward Al-Raqqawi (@alraqqawi) April 26, 2015The image above was tweeted early Sunday by the anti-Islamic State Syrian activist Abu Ward Al-Raqqawi, along with a message in English: "This child will be risk to you not just to us."
TheBlaze was unable to independently confirm the authenticity of the photo, but the birth certificate appears to be in line with the Islamic State's guidelines.
It's not the first time a photo of an infant surrounded by Islamic State symbols and weapons has circulated on social media.
Last September, the "sick image" of a child lying next to multiple firearms on a black Islamic State flag sparked outrage and disgust worldwide.
When that image circulated, Charlie Cooper of the London-based Quilliam Foundation told the Independent, “[T]hese groups want to show they have total control of subjects and are indoctrinating them from a very young age.”
