Why is the House so divided over repealing and replacing Obamacare?

On Doc Thompson's last show, he shared his frustration on the Republican controlled Congress. Doc feels that it's time to replace and repeal Obamacare. He states how they already have plans set-up for the poor and the people that can't afford it. Why hasn't Capitol Hill either reached out or had a plan ready for President Trump to sign?
