Watch: Planned Parenthood medical director describes how to get around partial-birth abortion ban

A new video released by the Center for Medical Progress shows a Planned Parenthood medical director describing how to bypass the federal partial-birth abortion ban.

The pro-life group’s new undercover video shows Dr. Suzie Prabhakaran, the vice president of Medical Affairs for Planned Parenthood of Southwest and Central Florida, describing how abortion providers “document” their “intent” to comply with the Partial-Birth Abortion Ban Act, a law that prohibits abortions in which an unborn child is partially extracted from the womb.

“So some people train to just document that like, you know to comply with the Partial-Birth Abortion Ban, you basically have to say, ‘I intend to utilize dismemberment techniques for this procedure,’” Prabhakaran said.

“So every time you do a procedure, that’s how you document. So, like, there’s like a checkbox,” Prabhakaran said, “so it would be before the procedure, you do your evaluation, you write, ‘I intend to utilize dismemberment techniques for this procedure.’”

Prabhakaran said while some doctors state their intention to use a “dismemberment” abortion technique, others use a feticide such as digoxin to kill the fetus before the abortion procedure.

Prabhakaran said she doesn’t use digoxin but rather the “checkbox” documenting her intent to comply with the federal law.

“I’m not doing digoxin, and we’re just going to document and there’s never been a problem,” she said.

Prabhakaran said that her affiliate performs abortions up to 16 weeks gestation, but the affiliate would soon merge with another that performs abortions up to 22 weeks and 6 days gestation.

In a statement, David Daleiden, the founder of the Center for Medical Progress, pointed to his organization’s first undercover video, in which Dr. Deborah Nucatola, senior director of Medical Services for Planned Parenthood Federation of America, said that the federal Partial-Birth Abortion Ban Act “is a law, and laws are up to interpretation. So there are some people who interpret it as its intent. So if I say on day one I do not intend to do this, what ultimately happens doesn’t matter.”

Daleiden said, “Planned Parenthood medical directors and abortion doctors feign compliance with the federal partial-birth abortion law on paper, knowing full well that ‘what ultimately happens doesn’t matter’ so long as no one is scrutinizing what they actually do to women and children in the operating room.”

He added:

And the fact that Planned Parenthood has a "dismemberment" "checkbox" on their abortion forms should tell the public and policymakers everything they need to know about this barbaric abortion business. The Department of Justice should open an immediate investigation into Planned Parenthood’s late-term abortion practices, and the U.S. Congress must stop forcing taxpayers to subsidize Planned Parenthood’s brutal abortion empire.

A spokesperson for Planned Parenthood did not immediately return TheBlaze’s request for comment.
