Democratic Sen. Tom Harkin (Iowa) delivered a curious speech to an outdoor gathering in Washington, D.C. on Wednesday. The event, which was a rally for Medicaid, included Harkin delivering this surprising line: "we need some of you probably getting arrested for doing things you shouldn't be doing."
