Did Joe Biden Just Hint About Running in 2016?

"When your insurance rates go down, then you’ll vote for me in 2016."

Vice President Joe Biden seemed to float the idea of running for president in 2016, tell the Republican brother of a voter over the phone, "you'll vote for me in 2016."

Per the White House pool report, a woman got her Republican brother on the phone after meeting Biden at a Sarasota, Fla. restaurant. Biden joked with him on the phone before the conversation got more serious, apparently about the health care law:

“Look, I’m not trying to talk you into voting for me, I just wanted to say hi to you. And after its all over when your insurance rates go down, then you’ll vote for me in 2016. I’ll talk to you later.”

Unclear if that constitutes a formal announcement. The VP, of course, said it in a joking manner.

Joking aside, Biden has never fully closed the door on a 2016 bid. He told CNN a year ago he'd "make up [his] mind on that later." The remark also comes two months after a report that he was laying the ground for a possible run.
