At another point in his remarks, Kerry joked that he had had plans to leave the Senate before, but "61 million Americans voted that they wanted me to stay here with you," referencing his failed presidential bids:
Kerry's resignation officially takes effect on Friday when he's sworn in as the 68th Secretary of State. William Cowan, Gov. Deval Patrick's former chief of staff, has been appointed to serve until a special election is held to fill Kerry's vacant seat.
