Chechen President Blames American Upbringing for Boston Bombing Suspects' Actions: 'Seek the Roots of This Evil in America

"They grew up in the USA, their viewpoints and beliefs were formed there."

Ramzan Kadyrov, president of the republic of Chechnya, released a statement on Instagram Friday condemning the way in which U.S. authorities have conducted their search and apprehension of the Boston bombing suspects. He also blamed Tamerlan and Dzhokhar Tsarnaev's American upbringing as the catalyst for their alleged actions.

"It would be appropriate if he was detained and investigated, and the circumstances and the extent of his guilt determined," one portion of Kadyrov's statement reads, according to an English translation.

He went on: "Any attempt to draw a connection between Chechnya and Tsarnaevs — if they are guilty — is futile. They were raised in the United States, and their attitudes and beliefs were formed there. It is necessary to seek the roots of this evil in America."

The president also expressed his sorrow for the victims of the bombing and said "we mourn with the Americans.”

Chechnya, a Muslim-majority country, has a long and checkered history of terrorist activity.
