"The only major event the #Obama administration wasn't caught off guard by and didn't have to read about in the papers," Thor wrote.

Thor likely meant instances when Obama and others have said he and his administration didn't know about major goings on such as Fast and Furious and the IRS targeting conservatives until reports came out in the media.
