As we've noted, GOP Rep. Paul Ryan has unveiled his second budget proposal in so many years. But on Fox News' Special Report Tuesday, senior Obama advisor David Axelrod was unable to explain why the Senate's Democrat majority has failed to pass a budget resolution for well over 1,000 days.
"Dynamics in the Senate" are to blame, according to Axelrod. But as host Bret Baier was quick to point out, budgets only require a simple majority to pass.
