Could This 'Passport' Become the Most Refused Travel Document Ever?

The Islamic State jihadist group fighting to depose the governments of Iraq and Syria and spread its self-declared caliphate throughout the Middle East and beyond is reportedly printing a new passport for those living in the territories it controls, the news site Al Arabiya reported.

Al Arabiya quoted militant social media postings which were circulating a photo of the passport bearing the inscription "State of the Islamic Caliphate.”

The bottom of the passport read, “The holder of the passport if harmed we will deploy armies for his service,” according to Al Arabiya.

The newly-named Islamic State, which controls large swaths of Iraq and Syria, reportedly said it would issue the travel document to 11,000 people living under its control.

Al Arabiya reported that the passport was being printed in a former Iraqi government facility in Mosul known as the “Identification and Passport Center” which was originally intended to produce Iraqi government ID cards.

The reported leader of the self-declared “caliphate,” Abu Bakr al-Baghdadi, allegedly appeared in a video Friday speaking at a mosque in Mosul where he called on Muslims to wage jihad.

“God created us to worship him and spread his religion, and ordered us to fight his enemies for him and for religion,” he said.

Upon formally declaring the caliphate last week, Al-Baghdadi appealed for more Muslims to travel to the battlefield and help spread the influence of the Islamic State.

“Those who can immigrate to the Islamic State should immigrate, as immigration to the house of Islam is a duty,” he said.

European officials have voiced alarm over the prospect of the return of its citizens who have traveled to Syria for terrorist tradecraft training, in large part because their E.U. passports provide them unencumbered travel throughout the continent. That concern was exemplified last month when French Muslim Mehdi Nemmouche traveled to Brussels, killed four at the Jewish Museum of Belgium, then freely returned by train to his home country, French investigators asserted. He had previously spent time in Syria fighting with the Islamist rebels.
