Run, hide': Who was Florida sheriff addressing in this training video?

Video has surfaced of Sheriff Scott Israel in Broward County teaching local citizens how to respond during an emergency along with law enforcement and SWAT team members.

Was he speaking only to local residents, not police officers, when he talks about doing “whatever you can to survive”? Did he clarify to law enforcement that "run and hide" was not an instruction for them?

The sheriff’s office is under fire after Deputy Scot Peterson resigned when it was discovered that he hid outside instead of going in to stop the Florida shooter. On today's show, Doc and Kris listened to the clip and debated whether it proves that Israel shares the blame for Broward County officers’ botched response to the Parkland shooting.
