The Beijing News and other outlets said Sunday that police in the city of Foshan concluded their initial investigation, and two men were formally arrested. Media outlets have not said what the two men were being charged with, and AP calls to Foshan police were unanswered.

The death of 2-year-old Wang Yue gained widespread coverage in Chinese and national media, and prompted "soul-searching over declining morality and callousness toward the sufferings of others."

Police were able to identify the negligent vehicles after examining the security video footage.

For seven minutes after the first van struck the girl, 18 people walked or cycled by the bleeding toddler until a scrap picker embraced the girl and took her to her mother.
